ACA Plans Uncovered: Understanding the Basics of Affordable Care Act Coverage 2023

The Affordable Care Act (ACA) is a law that provides health insurance to millions of Americans who do not have access to employer-sponsored plans, Medicare, Medicaid, or other sources of coverage. The ACA also offers financial assistance to help people pay for their premiums and out-of-pocket costs. In this blog post, we will explain the basics of ACA plans and how they work in 2023.

What are ACA plans and how do they differ from other health insurance plans?

ACA plans are health insurance plans that are sold through the Health Insurance Marketplace, also known as the exchange. The Marketplace is a website where you can compare and shop for different plans that meet your needs and budget. You can also apply for subsidies that lower your monthly premiums and cost-sharing.

ACA plans are different from other health insurance plans in several ways:

  1. They must cover 10 essential health benefits, such as preventive care, hospitalization, prescription drugs, mental health services, and more.
  2. They cannot deny you coverage or charge you more based on your health status or pre-existing conditions.
  3. They must offer four levels of coverage: bronze, silver, gold, and platinum. These levels indicate how much you and the plan share the costs of your care. For example, a bronze plan has lower premiums but higher deductibles and copayments, while a platinum plan has higher premiums but lower deductibles and copayments.
  4. They must follow certain rules and standards set by the federal government and the state where they operate.

What are the changes for ACA plans in 2023?

In 2023, there are some changes for ACA plans that you should be aware of:

  1. The enhanced subsidies that were enacted under the American Rescue Plan Act (ARPA) in 2021 and extended under the Inflation Reduction Act (IRA) in 2022 will continue until 2025. These subsidies reduce the cost of premiums for most people who buy ACA plans and also expand the eligibility for subsidies to people with higher incomes.
  2. The family glitch that prevented some people from getting subsidies if they had an offer of affordable employer-sponsored coverage through a spouse or parent has been fixed. Now, the affordability of employer-sponsored coverage is based on the cost of family premiums, not individual premiums. This means that more people may qualify for subsidies if their employer-sponsored coverage is too expensive for their household income.
  3. The open enrollment period for ACA plans will last from November 1, 2022 to January 15, 2023 in most states, longer in some state-based marketplaces. This is the time when you can enroll in a new plan or change your existing plan for the next year. You can also enroll or change your plan outside of this period if you have a qualifying life event, such as losing your job, getting married, having a baby, or moving to a new area.

How do people feel about the Affordable Care Act in 2023? An interview with a small business owner

I met with Lisa, a small business owner who runs a bakery. She agreed to share her thoughts and experiences with the Affordable Care Act (ACA), also known as Obamacare, and how it affects her and her employees.

Hi, Lisa. Thank you for taking the time to talk to me. Can you tell me a little bit about yourself and your business?

Lisa: Sure. I’m 35 years old, married, and have two kids. I started my bakery five years ago with my husband, who is also a baker. We have 10 employees, mostly part-time.

How do you and your employees get health insurance?

Lisa: Well, my husband and I get our insurance through the Marketplace, the website where you can buy ACA plans. We used to have employer-sponsored coverage from our previous jobs, but we lost it when we started our own business. Our employees don’t get any insurance from us, because we can’t afford to offer it. They have to find their own coverage, either through the Marketplace or somewhere else.

How do you feel about the ACA plans that you have?

Lisa: To be honest, I’m not very happy with them. They are too expensive and don’t cover enough. We have a bronze plan, which is the cheapest option, but it still costs us about $500 a month for both of us. And the deductible is $6,000 per person, which means we have to pay a lot out of pocket before the insurance kicks in. We hardly ever use our insurance, because we can’t afford to go to the doctor or get any tests done.

What about your employees? Do they have ACA plans too?

Lisa: Some of them do, some of them don’t. I know that some of them qualify for subsidies that lower their premiums and cost-sharing, but others make too much money to get any help. And some of them don’t have any insurance at all, because they can’t afford it or don’t want it.

How do you think the ACA has affected your business?

Lisa: Well, it hasn’t really helped us much. We still have to pay a lot for our own insurance, and we can’t offer any benefits to our employees. We also have to deal with a lot of paperwork and regulations that come with the ACA. For example, we have to report our income and our employees’ income to the IRS every year, and we have to keep track of who has insurance and who doesn’t.
